Everything you need to deliver better value, stronger compliance and real impact for the communities you serve – in one place, from a team that knows the Scottish social housing sector.
Quick, compliant access to over 25 frameworks and DPS
Scottish social housing procurement teams are working under increasing pressure – more to deliver, tighter resources, growing regulatory expectations and a decarbonisation programme that is not waiting for anyone. PfH Scotland exists to make that workload manageable.Â
We give members quick, compliant access to goods, works and services through frameworks and Dynamic Purchasing Systems procured under the Procurement Reform (Scotland) Act 2014 and the Public Contracts (Scotland) Regulations 2015. Over 25 solutions covering everything from responsive repairs and planned works through to decarbonisation, compliance services and workplace solutions – all pre-tendered, pre-vetted, and ready to use.Â
In partnership with Housemark, NHF and CIH, our team connects Scottish housing organisations with 350+ expert suppliers, from national contractors with Scottish operations through to local businesses and specialist SMEs. Mini-competitions or direct awards. Your choice, your pace, all compliant.Â

Rising demands and shrinking resources are a familiar story across Scotland's social housing sector.
Our consultancy team provides practical, reliable support to help you navigate the complexity, avoid costly mistakes and make procurement decisions you can defend.Â
With over 40 years of experience working in the sector alongside housing associations and local authorities, our people understand what Scottish housing organisations are up against. They know the Sustainable Procurement Duty is not optional. They know the Scottish Housing Regulator looks at procurement governance. They know the difference between a good framework call-off and one that creates problems downstream.Â
From complex sourcing and category strategy to embedded procurement teams and full strategic reviews, we work alongside you to unlock value, reduce costs and deliver better outcomes. The aim is always an evidence-based recommendation that gives you the best value and operational fit – not a predetermined outcome dressed up as advice.Â

Social landlords often find that the real value of a contract is hard to capture over time. Pricing creeps, supplier performance goes untracked, and the data that would help you make good decisions is sitting in spreadsheets that nobody has time to maintain properly.
Quantum is our spend and contract management platform, and it was built to solve exactly those problems. It brings contract documentation, spend data and supplier performance into one place, making it far easier to see what’s working, what isn’t and where value is being lost.Â
For Scottish housing providers, that means being better placed to demonstrate value for money, meet your obligations under the Sustainable Procurement Duty and track the social value commitments your suppliers have made. Renewal reminders, automated reporting, basket-level spend analysis, it’s all there, and it’s available to every PfH Scotland member.Â
Based on standard invoice‑processing times and costs, our aggregated billing approach delivers the equivalent of more than £7 million in administrative savings and frees over 20,000 working days from manual processing over five years.

Exceptional service from skilled procurement experts and dedicated account managers who understand the challenges in the housing sector.
Over 125 housing organisations across Scotland trust PfH Scotland to help them succeed. We work with housing associations, local authorities and RSLs of every size – from small community-based organisations to larger regional landlords. In more than two decades supporting social housing procurement, we have helped procure £400 million worth of goods and services and generated over £32 million in savings for members.Â
Procurement is a balancing act. Price, speed, compliance, social value – rarely does the obvious choice score well on all of them simultaneously. Our job is to help you navigate that without getting it wrong. We measure our success by yours.Â
Our Net Promoter Score reflects what members think of that service. From the first conversation about what you need through to contract award and ongoing supplier management, you are not navigating procurement alone.Â

Procurement is one of the most powerful tools you have for improving housing outcomes and contributing to the communities your tenants live in.
Through PfH Scotland membership, you are part of a collective effort generating measurable social, environmental and economic impact across the country.Â
Scotland’s Sustainable Procurement Duty makes this more than aspiration. Under the Procurement Reform (Scotland) Act 2014, Scottish contracting authorities have a statutory obligation to consider how their procurement activity can improve economic, social and environmental wellbeing and to act on that consideration in practice. PfH Scotland’s frameworks are built with this in mind – social value is not bolted on, it is part of how the solutions work.Â

Awarding a contract is the start, not the finish.
Without active management, even well-negotiated agreements lose value over time – through price drift, scope creep, invoicing errors or supplier underperformance that goes unchallenged. Scottish housing organisations have obligations to their tenants and to the Scottish Housing Regulator to demonstrate that public money is being spent well. That requires more than a signed contract.Â
Our contract lifecycle approach helps you track and validate pricing against agreed schedules to prevent cost creep; monitor spend patterns to identify anomalies, over-ordering and off-contract purchasing; access specialist category expertise that brings market intelligence and best practice to your contract management; challenge and renegotiate when conditions change; and plan renewals with data rather than guesswork.Â
Quantum’s visibility combined with our category expertise means you maintain control and extract value throughout the full term of every contract – not just at award.Â

Procurement solutions supporting building works and materials, construction, consultancy and professional services, decarbonisation, health and safety compliance, innovation, living and accommodation solutions, and workplace needs – all procured under Scottish procurement legislation and available to housing associations, local authorities and registered social landlords across Scotland.

Your procurement drives real social value
Through PfH Scotland membership, procurement becomes a tool for positive impact rather than just a compliance function. We have built social value into the structure of our frameworks – it is not an add-on or an afterthought. The Sustainable Procurement Duty requires Scottish contracting authorities to pursue it, and our solutions make it straightforward to do.Â
From supporting local employment and community initiatives to reducing carbon emissions and improving housing performance, your contracts can create tangible, evidenced benefits for tenants and the wider community. Our procurement solutions give you a clear structure for capturing what suppliers have committed to and tracking what they have actually delivered. Use Quantum alongside your framework activity to record social value outcomes and demonstrate them to your board, the Scottish Housing Regulator and your communities.Â

We're helping make big things happen
We work with housing associations, local authorities and registered social landlords across Scotland who are committed to procuring well and delivering better outcomes for their tenants and communities. Below is a selection of the Scottish organisations in our membership.

PfH Scotland membership is open to housing associations, local authorities, registered social landlords and other Scottish public sector bodies with a housing or housing-related remit. Organisations of all sizes benefit from membership, from small community-based housing associations through to larger regional landlords and councils with significant housing stock.Â
If you are responsible for housing management, maintenance, development or tenant services in Scotland, membership gives you compliant procurement routes, technology support and expert guidance shaped around the Scottish context. You do not need a large procurement team to get value from it – many of our smaller Scottish members use PfH Scotland precisely because it gives them access to expertise and supplier relationships that would be hard to build independently.Â
