The framework was built around PfH members’ actual requirements, with suppliers across six lots covering the full range of professional technical services that Scottish housing organisations draw on. All suppliers have been through financial checks and are subject to ongoing contract management and performance monitoring. Prices are fixed via the framework with an annual price review process. The breadth of the lot structure means members can use a single framework for everything from a reactive stock condition survey through to a long-term net zero programme, with PfH Scotland providing account management support that’s geographically aligned with Scottish members throughout.

Surveying and Project Management: Quantity surveying and cost control, construction documentation and contract form guidance, tender document preparation, commercial and stock valuations, employers agent services, programme manager, clerk of works and quality manager, partnering and best value procurement advisors, pre-work estimates and budget advice, insurance reinstatement costs, building surveyor, contract manager and administrator, project manager, and partnership advisor and resident liaison.
Engineering Consultancy: Building services design including design, specification and contract preparation, feasibility studies, condition surveys and pre-acquisition surveys, lifecycle analysis, tender appraisal and negotiation, contract administration, and site supervision. Mechanical engineering covering boilers and power plants, heating systems, building management and control, commissioning, domestic water services, ventilation, and air conditioning. Electrical engineering including power generation and distribution, low, medium and high voltage systems, small power, UPS, lighting protection, security and access control, CCTV, and PAT testing. Lighting design, lift maintenance management, surveys, design, specification, and health and safety assessments. Renewables including solar thermal, solar PV, wind, ground source heat pumps, and CHP.
Construction Design Management: Principal Designer services covering planning, management, and monitoring of the pre-construction phase, provision of pre-construction information, liaison with the principal contractor, and preparation and review of health and safety files. CDM Consultant services covering health and safety management, design and construction audits, CDM training, and pre and post construction phase advice.
General Consultancy: Service health checks, risk registers, process mapping, insourcing and outsourcing advice, gas and electrical auditing, commercial growth strategy, organisation change strategy, business planning and stress testing, ICT support and advice, employers agent services, Party Wall Act formalities and advice, client representation, training programmes, KPI measurement, reporting and benchmarking, workshop facilitation, and architectural services including master planning, landscape design, interior design, feasibility proposals, option studies, measured building surveys, new build and refurbishment design, BIM, SAP assessments, Lifetime Homes assessments, Housing Quality Indicators assessments, BBA certified U-value calculations, and BREEAM.
Net Zero Consultancy: Stock assessments, net zero roadmaps, corporate sustainability and ESG strategy, grant and funding management, staff workshops, refurbishment option advice, post-installation monitoring, strategic options appraisals, ISO 50001 support, Retrofit Coordinator (PAS 2035), Retrofit Assessor, Retrofit Designer, energy audits, health and safety advice, baseline assessments, change management, and energy legislation advice. Net zero consultancy services can also be procured via Lot 1a of the Planned Works framework.
