PfH Scotland’s Vehicle Leasing & Associated Services framework gives members a compliant route to lease cars and commercial vehicles, configure them for operational needs, and track them effectively, all through a compliant procurement solution.

About this procurement framework

Fleet management presents a specific set of challenges for Scottish social landlords. Capital budgets are under pressure, procurement rules require a compliant process, and the operational demands of maintaining properties across dispersed geographies mean vehicles can’t afford to be off the road. At the same time, Scotland’s commitment to reaching net zero by 2045 is pushing landlords to rethink their approach to fleet, with increasing pressure to shift away from diesel and petrol vehicles and plan a credible transition to lower-emission alternatives. 

This framework was designed to address those challenges directly. Whether your organisation needs a straightforward contract hire arrangement for a small fleet of vans, bespoke vehicle conversions to support your maintenance teams, or telematics and tracking systems to improve driver safety and reduce fuel costs, the framework provides access to vetted suppliers without the need to run your own tender.

What's included?

Vehicle leasing & contract Hire: Cars and commercial vehicles up to 12.5 tonnes, covering electric, hybrid, petrol, diesel, and hydrogen options. Lease and contract hire arrangements can include specification advice, grant and funding guidance, road fund licence, delivery and collection, servicing and maintenance, MOT, breakdown cover, insurance, and traffic offence management. Lease periods typically run from two to five years, with flexibility to select a term that suits your operational and financial planning cycle. 

Racking & conversion: CAD design, manufacture, supply, and installation of new racking, plus conversion of existing racking from one vehicle to another. Covers servicing, maintenance, and repair of racking to health and safety standards. The lot also includes bespoke conversions, roof racks, glass racks, ply lining, electric steps, and bulk heads, supporting organisations that need vehicles configured for specific maintenance, trade, or specialist housing roles. 

Telematics: Provision, installation, and ongoing management of GPS navigation, integrated hands-free communication, automatic driving assistance, fleet and fuel management reporting, and vehicle tracking systems. Covers satellite navigation, real-time tracking devices and software, park aids and sensors, reversing cameras, dashboard cameras, and mobile hands-free kits. All equipment is required to comply with current health and safety regulations.
