Telecoms procurement creates a particular compliance challenge for Scottish social housing organisations. Contracts tend to be long-running and technically complex, the market moves quickly, and the consequences of getting locked into the wrong arrangement, whether that’s an over-specified network, an underperforming mobile contract, or an IoT deployment that can’t integrate with your housing management system, are expensive to fix mid-term.
Scottish social housing organisations are managing telecoms procurement in a market that has changed faster than most traditional frameworks could keep pace with. Core network services, cloud telephony, mobile connectivity, cybersecurity, estate Wi-Fi, and IoT sensor deployments now all sit under the same strategic umbrella, but they’re often procured separately, from different suppliers, through different processes, with no coherent view of total spend or performance. Â

The Procurement Reform (Scotland) Act 2014 requires contracting authorities to have regard to the Sustainable Procurement Duty and to consider how procurement can contribute to social, economic, and environmental wellbeing. For Scottish organisations using this framework, that means suppliers have already been assessed on social value, digital inclusion commitments, and supply chain practices as part of the quality evaluation. Fair Work First requirements apply to Scottish public sector contracts, and the supplier selection process covered relevant workforce practices.Â
The framework was shaped around the reality that telecoms requirements vary enormously across the sector, from a small housing association needing a straightforward cloud phone system to a large local authority running a complex network across dozens of sites with IoT monitoring across its estate.Â
