About our procurement framework

Heating sits at the heart of tenant welfare. For Scottish landlords, keeping homes warm and safe isn’t just good practice; it’s a legal obligation under the Housing (Scotland) Act 2006, the Scottish Housing Quality Standard, and the Scottish Social Housing Charter. Failing heating systems don’t just create compliance risk; they affect the health and comfort of the residents who depend on you. 

This framework was shaped by extensive pre-tender engagement with members and the wider market. The result is a structure built around what Scottish landlords actually need: specialist domestic contractors, commercial heating expertise, and a combined offering for those managing mixed portfolios. 

What's included?

Domestic Heating: Servicing, repairs, maintenance, and installation of domestic boilers and associated heating controls and systems. This lot covers individual properties and smaller residential buildings, making it well suited to landlords with dispersed stock or estate-based housing across Scotland. All contractors are Gas Safe registered and meet minimum accreditation requirements. 

Commercial Heating: Installation, servicing, and maintenance of commercial boilers, plant rooms, and centralised heating systems in larger or more complex buildings. This includes sheltered housing schemes, communal heating installations, offices, and care facilities. Contractors on this lot hold the advanced qualifications and sector experience that commercial systems require. 

Domestic and Commercial Heating: A combined lot for organisations managing mixed portfolios who want a single contractor relationship covering both domestic and commercial heating needs. This simplifies procurement, reduces contract management overhead, and gives you a single point of accountability across your whole estate.
