Scottish landlords are required under the Gas Safety (Installation and Use) Regulations 1998 to ensure that all gas appliances, pipework, and flues are inspected annually by a Gas Safe registered engineer. A Landlord Gas Safety Record must be produced after each inspection, retained for at least two years, and provided to tenants within 28 days. Beyond gas safety, the Housing (Scotland) Act 2006 places a duty on social landlords to meet the Scottish Housing Quality Standard, which includes requirements around the condition and effectiveness of heating systems. The Scottish Social Housing Charter sets tenant expectations around repairs and maintenance, including heating. Properties must be capable of reaching adequate temperatures, and landlords with properties that don’t meet SHQS criteria are expected to have plans in place to address this. The Scottish Housing Regulator monitors compliance with these standards through annual returns. 

The Scottish Housing Quality Standard requires social housing to be in a reasonable state of repair, structurally stable, and free from serious disrepair. Heating systems are directly relevant to several SHQS criteria, including the requirement for properties to have a modern, efficient central heating system. Landlords must assess their stock against SHQS and report compliance to the Scottish Housing Regulator. Properties that fail to meet the standard must be captured in an improvement programme with a realistic timescale for bringing them up to standard. Planned boiler replacement programmes, procured through a compliant framework, are a key part of how Scottish RSLs manage their SHQS obligations efficiently and within budget. 

The Scottish Government’s Heat in Buildings Strategy sets out a pathway to decarbonise heat across Scotland’s building stock, with a target to largely phase out direct emissions from heating systems by 2045, in line with Scotland’s net zero target. For social landlords, this means the decisions you’re making now about heating systems, boiler replacements, and maintenance contracts need to take account of the longer-term transition away from gas. This doesn’t mean stopping gas boiler maintenance today, but it does mean thinking about asset lifespans, avoiding capital investment in systems that will need to be replaced within a few years, and planning for the transition to low-carbon heating technologies such as heat pumps. A good maintenance contract for Scottish social housing should specify the servicing frequency and scope for each property type, emergency response times for heating failures, how out-of-hours emergencies are handled, parts replacement protocols, and reporting arrangements. Response time commitments should be realistic for rural and island properties, where travel times can be significantly longer than in urban areas. The contract should include clear communication protocols so that on-site staff and residents know how to report faults and what to expect in response. Pricing should be transparent, based on agreed schedules of rates, with no hidden costs for call-outs or standard parts. For landlords managing large portfolios, a well-structured maintenance contract with clear performance metrics and regular review points is far preferable to a series of reactive ad-hoc repairs. 

Effective boiler replacement planning starts with a stock condition survey that captures the age, type, condition, and efficiency rating of every boiler across your portfolio. Boilers over 15 years old, or those with a high repair frequency, should be prioritised for replacement planning. It’s worth modelling the cost of maintaining older boilers against the cost of planned replacement, factoring in improved efficiency savings and reduced emergency call-out frequency. Replacement programmes should be phased sensibly, avoiding winter installations where possible and grouping work by area to minimise contractor mobilisation costs. It’s also worth thinking ahead about what technology you’re replacing with. For properties where whole-house retrofit is planned in the next five to ten years, a like-for-like gas boiler replacement may not be the most cost-effective long-term decision. Rural and island procurement is one of the genuine challenges for Scottish social landlords, and it’s something we’re aware of. When scoping a contract for rural areas, it’s important to be clear about travel time expectations, out-of-hours requirements, and whether the contractor has existing relationships with local supply chains for parts and specialist services. Any engineer working on gas appliances, pipework, or flues must be on the Gas Safe Register. This is a legal requirement, not an optional accreditation. Engineers should hold the relevant ACS (Accredited Certification Scheme) certificates for the types of appliances they’re working on. For commercial heating systems, additional qualifications may be required depending on the complexity of the installation. When appointing contractors, you should verify Gas Safe registration for all engineers who’ll be working on your properties. You can check the Gas Safe Register online. All contractors on this framework have been through a rigorous selection process that includes verification of Gas Safe registration, relevant qualifications, and professional standing, so you can have confidence in their credentials from the outset. 

Winter preparation should start in late summer, well before the first cold snap. Confirm that your heating contractors have the staffing, parts stock, and cover arrangements in place to handle increased demand. Make sure your property register is up to date so contractors have accurate information for every property. Review your emergency reporting protocols and make sure on-site staff know how to log faults quickly and correctly. For properties with vulnerable residents, consider whether you need additional monitoring or backup heating arrangements. It’s also worth reviewing the previous winter’s performance data, looking at response times, first-time fix rates, and recurring faults, to identify any issues that need to be addressed before the season starts. Having these conversations with your contractor in September is far better than discovering problems in December. 

The Scottish Government’s Fair Work First criteria require public bodies to include fair work conditions in procurement decisions.
