Energy is one of the largest areas of controllable spend for Scottish social landlords, and managing it well has never been more demanding. Wholesale market volatility, Scotland’s ambitious 2045 net zero target, the Heat in Buildings Strategy’s trajectory away from gas, and growing pressure on communal energy costs all combine to make energy procurement genuinely complex. Getting the contract structure right, the purchasing strategy right, and the supporting services right requires market expertise that most internal procurement teams don’t have in-house. PfH Scotland’s Energy Procurement framework gives housing associations, local authorities, and other registered social landlords a compliant route to competitive electricity and natural gas supply contracts, with access to flexible purchasing approaches, green energy options, and the full range of meter and data services needed to manage a complex property portfolio.

About our procurement framework

Scottish social landlords typically manage a diverse mix of energy supply points, ranging from individual domestic meters to communal systems serving sheltered housing, high-rise blocks, and office premises. Each carries different consumption profiles, different tariff structures, and different levels of risk exposure to wholesale market movements. A single fixed-price contract covering everything might look simple, but it rarely delivers the best value across a varied portfolio. 

This framework provides access to three distinct purchasing approaches, so members can match their procurement strategy to their organisation’s financial circumstances, risk tolerance, and market outlook. Fixed-price contracts suit organisations that prioritise budget certainty. Collective purchasing pools buying power across multiple members. Individual risk-managed contracts are available for larger consumers who want active market engagement and the potential to outperform a fixed benchmark. All three approaches are available under a single compliant framework, and PfH Scotland works with members to identify the right approach before any contract is placed.

What's included?

Energy supply (Total energy supply contract and associated services): 

Electricity supply across non-half-hourly, half-hourly, and unmetered meter configurations. Natural gas supply for daily metered and non-daily metered installations. Available on fixed-price fixed-term contracts, flexibly traded collective contracts, or individual risk-managed contracts, depending on consumption volumes and appetite for market exposure. 

Additional supporting services available within the same framework include meter operator services, data collection and aggregation including acceptance of AMR reads, meter installations and upgrades including Automated Meter Reading, disconnection services, supply of green and renewable energy including REGO-backed and RGGO-backed options, feed-in provisions, Power Purchase Agreement sleeving, invoice validation, bespoke budgeting support, sustainability and social value tracking, dedicated account management, and agreed KPIs covering change of tenancy timescales, billing hold arrangements, and objection notification.
