Damp and mould scrutiny from the Scottish Housing Regulator, the 2045 net zero commitment, expanded Repairing Standard obligations, fire safety pressures, and the ongoing need to manage housing stock with constrained resources have all sharpened the appetite for solutions that go beyond what traditional procurement can reach. SHED 4 provides a compliant route into that market.
In conventional procurement, the specification comes first. A team defines what it needs, the market responds, and suppliers compete on that fixed brief. That model works well when the problem is well understood. It breaks down when the challenge is complex, emerging, or technically unfamiliar, which is exactly the situation many Scottish social landlords find themselves in when it comes to housing management technology, retrofit analytics, compliance monitoring, and tenant engagement innovation. SHED 4 inverts the usual approach. Rather than asking landlords to specify solutions they may not yet know exist, it gives them structured access to a pre-qualified cohort of innovators.Â
Now in its fourth iteration, SHED reflects a growing recognition across the sector that innovation procurement needs its own route to market. The challenges posed by skills shortages, rising demand for net zero and fire safety works, and the need to redesign services in a post-pandemic operating environment have made it increasingly clear that standard framework models aren’t always the right fit for emerging technology. SHED 4 is built around the Sustainable Procurement Duty under the Procurement Reform (Scotland) Act 2014, actively designing in SME accessibility and ensuring that smaller, specialist suppliers can participate meaningfully alongside larger operators. PfH Scotland developed the framework in partnership with the Proptech Innovation Network (PiN), bringing specialist expertise in identifying housing technology at the forefront of the market.

SHED 4 has one lot covering 17 suppliers across seven solution categories.Â
Capital works: Repair and upgrade solutions for housing stock, including first-time-fix glazing repairs and innovative approaches to property improvement that reduce material waste and carbon impact.Â
Compliance technologies:Â IoT and data-driven tools for monitoring building safety, indoor air quality, and asset performance, providing real-time visibility of conditions across a landlord’s portfolio.Â
Health and social care:Â Evidence-based solutions supporting health outcomes, independent living, and safer home environments, relevant to the health and social care integration obligations under the Public Bodies (Joint Working) (Scotland) Act 2014.Â
Housing management systems: Cloud-based software platforms for tenancy, property, and financial management, enabling better operational efficiency and data-driven service delivery.Â
Net zero carbon and retrofit:Â Integrated technologies and analytical platforms to support landlords in building the evidence base for their decarbonisation programmes and delivering against Scotland’s 2045 net zero target and the Heat in Buildings Strategy.Â
Planned works:Â Drone technology and digital survey tools to support inspections, stock condition assessments, and planned maintenance programmes across large and geographically dispersed portfolios.Â
Responsive repairs: Platforms that streamline repair reporting, contractor management, and tenant communication, supporting the service quality expectations in the Scottish Social Housing Charter.
