Scotland’s social housing sector needs suppliers who understand the work, know the sector and are ready to deliver. PfH Scotland connects those suppliers with housing associations, local authorities and registered social landlords across the country through a procurement network built on trust, compliance and long-term partnership.
Whether you are an established contractor already working with social landlords or a growing business looking for a compliant route into the sector, joining PfH Scotland opens doors that are hard to reach on your own.
Sector expertise, Scottish reach
PfH Scotland has been building relationships in Scotland’s social housing sector for over two decades, working with housing associations, local authorities and registered social landlords who between them manage a significant proportion of Scotland’s social housing stock.
Our frameworks and DPS solutions are procured under Scottish procurement legislation – meaning suppliers on our arrangements are working through routes that are specifically compliant with the regulatory environment their public sector customers operate in.Â
As a PfH Scotland supplier you benefit from:Â

The application route depends on whether you are applying to join a framework or a Dynamic Purchasing System. Both routes follow Scottish procurement regulations, and all relevant opportunities are advertised through Public Contracts Scotland.
Frameworks
Frameworks are fixed-term agreements with a closed supplier list. Once awarded, they are not open to new suppliers until the current agreement expires and a new one is procured.Â
Dynamic Purchasing Systems (DPS)
DPS arrangements are open to new applications throughout their term, which makes them a more accessible entry point for suppliers who have not previously worked with PfH Scotland.Â

PfH Scotland's frameworks and DPS arrangements cover the categories that Scottish housing organisations need most. DPS solutions remain open for new supplier applications throughout their term – if you are ready to apply, you do not need to wait for the next framework procurement round.
PfH Scotland works with suppliers who understand what social housing organisations need – reliable delivery, genuine compliance, clear pricing and a commitment to the communities where their customers' tenants live

Key benefits for suppliers:

Working in partnership to build stronger Scottish communities
Scotland’s procurement legislation places social value at the heart of public procurement in a way that is not replicated anywhere else in the UK. The Sustainable Procurement Duty, established under the Procurement Reform (Scotland) Act 2014, requires Scottish contracting authorities to consider how their procurement activity can improve economic, social and environmental wellbeing – and to act on that consideration in practice.Â
For suppliers, this creates both an expectation and an opportunity. Housing associations and local authorities in Scotland want to work with suppliers who can demonstrate genuine community benefit, not suppliers who add a social value section to their tender response and move on. Fair Work First criteria, local employment commitments, apprenticeships, community investment and carbon reduction all count – but they need to be real, specific and evidenced.Â
Our procurement solutions create the structure for suppliers to articulate and evidence their social value commitments clearly. We can help you understand what Scottish contracting authorities are actually looking for and how to present your approach in a way that is credible, measurable and consistent with the sector’s expectations.Â
