Our Energy Supply and Services Dynamic Purchasing System (DPS) offers a compliant and flexible route for Scottish social housing providers, Registered Social Landlords (RSLs), and other public sector bodies to procure gas and electricity contracts.

About our Energy Supply DPS

Energy procurement has never been more complex for social housing providers in Scotland. The Scottish Government’s commitment to achieving net-zero emissions by 2045, as outlined in the Heat in Buildings Strategy , places significant pressure on organisations to align their energy purchasing strategies with decarbonisation goals. Alongside this, volatile wholesale markets and rising non-commodity costs present considerable financial risks.
Many organisations continue to procure energy reactively, often lacking access to the real-time market intelligence, timing expertise, or flexible contract structures necessary for effective risk management. Unexpected spikes in energy costs can severely impact budgets, potentially delaying planned investment programmes and affecting service delivery to tenants.
Our Energy Supply and Services DPS provides access to a panel of OFGEM-licensed energy suppliers, offering fixed, flexible, and collective contract options through a procurement route fully compliant with the Public Contracts (Scotland) Regulations 2015 . Whether you require the certainty of a fixed-price contract or the potential benefits of a flexible or collective purchasing arrangement, this DPS offers the structure, expert support, and market access needed to make informed decisions that benefit your organisation and the communities you serve.

What's included?

The DPS is structured across four lots, covering both gas and electricity procurement through fixed and flexible contract options. All suppliers admitted to the DPS hold a current OFGEM supply licence relevant to the lot they are appointed to, ensuring robust supplier credentials and regulatory compliance.

Gas and Associated Services: Flexible: Access to flexible gas contracts for Scottish public sector organisations, with suppliers capable of providing suitable product methodologies and managing trading activity and positions. This option is designed for organisations that wish to capitalise on market movements and actively manage their energy purchasing strategy rather than committing to a fixed price.
Gas and Associated Services: Fixed: Access to fixed gas contracts providing price certainty for the duration of the contract. This is ideal for organisations that require predictable budgeting and wish to mitigate exposure to wholesale market volatility. Suppliers must demonstrate accurate billing capabilities and possess experienced teams to ensure the smooth operation of contracts.
Electricity and Associated Services: Flexible: Access to flexible electricity contracts, with suppliers able to provide suitable product methodologies such as volume tolerance, cash-out, or tranche purchasing, managing trading activity and positions on your behalf. This is suited for organisations with the capacity and desire to actively manage their electricity procurement in response to market conditions.

Electricity and Associated Services: Fixed:
Access to fixed electricity contracts offering price certainty for budget planning purposes. This option is suitable for organisations that prefer a straightforward, predictable energy cost without exposure to market fluctuations. Suppliers must provide accurate billing and have experienced teams to manage contracts efficiently.
