Our digital tools exist to make complex procurement processes simpler, giving you clear visibility of spend and contract performance while helping suppliers work more efficiently. Quantum provides the data and insights you need to make confident decisions. New regulations from the Scottish Government, evolving expectations from the Scottish Housing Regulator, shifting market conditions, emerging supplier capabilities. We pay attention to these changes and adapt our approach accordingly. Staying current means we can help members navigate complexity rather than adding to it.

Social value is who we are

Social value isn’t a separate department at PfH Scotland. It’s woven into how we design frameworks, assess suppliers, and support members. Every partnership and every procurement decision connects to a straightforward belief: spending done well creates positive change. 

Scotland’s Sustainable Procurement Duty makes social value a legal requirement for contracting authorities. You must consider how procurement activity can improve economic, social and environmental wellbeing, and you must act on that consideration. 

Our frameworks are built with this context in mind. From supporting local employment and Fair Work First commitments to helping members evidence their contribution to Scotland’s 2045 net zero target, we ensure social value is practical rather than performative.
