PfH Scotland’s Responsive Housing Repairs and Void Property Services framework gives housing associations, local authorities, and other registered social landlords a compliant, flexible route to contractors experienced in delivering to Scottish standards, with suppliers covering repairs, void refurbishment, cleaning, clearance, and property security.

About our procurement framework

Responsive repairs and void management sit at the heart of landlord performance under the Scottish Social Housing Charter. Tenants expect repairs completed right first time within published timescales. Voids left empty too long affect rental income and housing need statistics. Contractors who don’t know the difference between Scottish Building Standards and English Building Regulations, or who aren’t across the interlinked fire and smoke alarm requirements introduced under the Housing (Scotland) Act 2022, create compliance problems that fall back on the landlord. 

This framework gives Scottish landlords a straightforward, compliant route to contractors who can support both reactive repairs and the full void refurbishment process. It covers the breadth of what’s actually needed, from emergency heating repairs in winter through to end-to-end void preparation including cleaning, security, and certification, and it’s structured to work whether you’re fully outsourcing or using framework contractors to top up an existing in-house team. It’s fully compliant with the Public Contracts (Scotland) Regulations 2015 and has been established with Scottish procurement obligations in mind, including the Sustainable Procurement Duty under the Procurement Reform (Scotland) Act 2014 and Fair Work First. 

Pricing is structured around the M3NHF Schedule of Rates version 7.2, giving members a transparent and consistent basis for cost comparison across direct awards and mini-competitions. 

What's included?

Responsive Housing Repairs and Void Property Refurbishment: End-to-end management of reactive maintenance and void preparation within a single contract. Suitable for landlords who want a single contractor handling both responsive repairs across occupied stock and the full refurbishment of empty properties, including general repairs, plumbing, heating, electrical work, joinery, and decoration. 

Void Property Refurbishment: Full internal and external refurbishment of empty properties, bringing them to lettable standard. Covers safety inspections and certification, heating and electrical testing, kitchen and bathroom upgrades, building repairs, and decoration. Suitable where a dedicated void contractor is preferred, separate from responsive repairs provision. 

Responsive Repairs: Rapid-response reactive and responsive repair services for internal and external assets across your housing stock. Covers plumbing, brickwork, electrical repairs, windows and doors, roofing, drainage, flooring, plastering, and associated building repairs. 

Void Property Cleaning and Clearing: Specialist cleaning and clearance services for vacant properties ahead of or during refurbishment. Includes general and deep cleaning, hazardous waste removal, WEEE disposal, garden clearance, pest control, and site disinfection. Suppliers on this lot have specialist accreditations for hazardous waste handling. 

Void Property Security: Security solutions for empty properties, protecting against vandalism, unauthorised access, and deterioration during void periods. Covers boarding, fencing, supply and installation of screens, mobile CCTV, guardianship arrangements, and temporary alarm systems.
