Scotland’s social housing sector faces one of the most demanding decarbonisation programmes anywhere in the UK. The Heat in Buildings Strategy signals the end of new gas boiler installations in existing homes from 2025, and the Scottish Government’s social housing net zero standard is expected to raise the bar further. Against that backdrop, housing associations and local authorities need procurement routes that give them access to the right contractors, consultants, and technologies without the overhead of running separate tender exercises for each project.

About our procurement framework

The landscape of grants, obligations, and funding programmes available to Scottish housing associations and local authorities is broad, complex, and changes regularly. Getting it right means understanding not just what is available today, but how different funding sources can be combined, what conditions attach to each, and how to build a funding strategy that supports a credible, long-term retrofit programme. The Retrofit Grant and Funding Consultancy framework gives Scottish housing associations, local authorities, and other registered social landlords a compliant route to specialist consultants who understand this landscape in depth.

Many Scottish social landlords are sitting on retrofit programmes that are partially planned but not moving forward, and funding uncertainty is frequently the reason. The questions are real and often unanswered: what grants is our organisation actually eligible for, how do we make a compelling application, can we combine different funding sources without falling foul of the conditions attached to each, and how do we build a business case that our board and funders will support? Scotland’s social landlords face a significant retrofit funding challenge. The investment required to bring housing stock up to modern energy efficiency standards runs into billions across the sector, and no single organisation has the internal resource to identify, apply for, and manage every funding stream available to them without specialist support.

This is not about delivering physical works. It is about having the right expert advice to make informed decisions about funding before committing to a programme of delivery.

The funding landscape has become increasingly complicated. The Social Housing Net Zero Heat Fund, Warmer Homes Scotland, the Home Upgrade Grant, the Boiler Upgrade Scheme, Energy Company Obligation funding, local authority programmes, and UK Government capital allocations all operate under different rules, different eligibility criteria, and different timescales. Some are open to applications now, others are in development, and others require a local authority partner to access. Keeping pace with all of this while also managing the day to day demands of running a housing organisation is simply not realistic without specialist input.

There is also a governance dimension. Boards and audit committees are increasingly asking chief executives and directors of asset management to demonstrate that their organisation is accessing every available source of funding for retrofit, and that applications are being made compliantly and strategically rather than opportunistically. Having a specialist funding consultant engaged through a compliant framework is the most straightforward way to demonstrate that due diligence.

The consultants on this framework have been assessed specifically on their depth of knowledge of the retrofit funding landscape, their experience working with public sector organisations in Scotland, and their track record of securing funding on behalf of clients.

What's included?

Retrofit funding strategy development Working with your organisation to develop a comprehensive funding strategy for your retrofit programme. This goes beyond identifying individual grants and looks at how different funding streams can be sequenced and combined to support a long-term programme of improvement across your stock. A good funding strategy gives your board confidence that the investment plan is financially grounded and that every available source of support has been considered.

Grant identification and eligibility assessment A thorough assessment of which funding programmes your organisation and your housing stock are eligible for, covering Scottish Government programmes, UK Government schemes, energy company obligations, local authority funding, and other sources. This includes an assessment of your stock’s current energy performance profile and how it maps against the eligibility criteria of different funding streams.

Funding applications and bid writing The preparation and submission of funding applications on your behalf, or in support of your internal team. This covers the full range of retrofit funding programmes available to Scottish social landlords, including the Social Housing Net Zero Heat Fund, Warmer Homes Scotland, and other Scottish and UK Government capital programmes. Consultants on this framework have experience preparing successful applications and understand what funders are looking for.

Social Housing Net Zero Heat Fund support Specialist support for applications to the Social Housing Net Zero Heat Fund, which is the Scottish Government’s primary funding mechanism for supporting social landlords to decarbonise their heating systems. This includes helping organisations develop the evidence base for their application, structure their programme in a way that meets fund requirements, and navigate the application and assessment process.

Net zero and decarbonisation business case development Support in developing a robust business case for retrofit investment that can be presented to your board, your funders, and the Scottish Housing Regulator. This includes modelling the cost of inaction alongside the cost of delivery, and setting out a realistic, funded pathway to meeting your net zero commitments.

Funding landscape monitoring and horizon scanning Keeping your organisation informed about new funding programmes as they are announced, changes to existing schemes, and emerging opportunities that may be relevant to your retrofit programme. The funding landscape shifts regularly, and having a consultant who is actively monitoring it means your organisation is positioned to respond quickly when new opportunities arise.

Compliance and condition management Ensuring that funding conditions are properly understood, documented, and met throughout the life of a funded programme. Many funding programmes attach specific conditions around procurement, reporting, and outcomes measurement that require active management. Consultants on this framework can support your organisation in meeting those conditions and maintaining the audit trail that funders and regulators expect.

EPC and stock data analysis Analysis of your stock’s current EPC profile and energy performance data to support funding applications and programme planning. Understanding where your stock sits today, which properties are furthest from target standards, and what the improvement pathway looks like for different property types is the essential foundation for any funding strategy.
