The Energy Efficiency Standard for Social Housing (EESSH) was introduced by the Scottish Government in 2014 and sets a first milestone in improved energy efficiency of social rented homes to be met by 31 December 2020.
This first milestone requires all social rented properties in Scotland to be rated as Energy Performance Certificate (EPC) Band D or better by the end of next year.
With 18 months to go, there is still a lot of work to do.
Year | Social sector homes rated
below EPC Band D |
2014 | 66,000 |
2015 | 58,000 |
2016 | 47,000 |
2017 | 43,000 |

Is your housing stock on track to meet the target?
PfH Scotland offers a specialist procurement framework specifically designed to help Scotland’s social landlords meet their obligations under EESSH.
Launched in October 2017, the PfH Scotland heating services procurement framework is broken down into 13 individual lots covering services ranging from energy performance certification to domestic and commercial gas servicing and from the installation of renewables to architectural services.
25 companies covering six defined geographic regions across Scotland have been appointed to the framework. Each appointedcompany has been rigorously assessed to ensure competitive pricing, technical competence and a strong track record in health and safety while also demonstrating high-quality service, market expertise, transparency and integrity alongside innovation and the use of new technologies.
In addition, those appointed contractors able to show a commitment to sustainability and social value and a capacity to deliver local community benefit have been rated particularly highly.
More than two-thirds of appointed contractors are defined as SMEs.
