Scotland's procurement professionals have spoken. Here's what they told us.

Our inaugural Member Insight Report puts Scottish social housing procurement under the spotlight, with findings that reflect the unique pressures, regulations and opportunities facing organisations across Scotland.

PfH Scotland Member Insight Report 2026

This is the first Member Insight Report we’ve produced, and the findings reflect a sector with its own distinct character. The challenges around rural supplier markets, the stronger regulatory requirements around community benefits, and the high proportion of smaller housing associations all shape how procurement works here in ways that a UK-wide survey simply can’t capture.

We canvassed procurement professionals across Scottish social housing to find out how teams are set up, how they’re performing, where the gaps are and what they see coming next. The result is a report that’s genuinely useful for anyone working in or leading procurement in a Scottish housing organisation.

What you’ll find inside:

  • Why every single respondent believes procurement’s importance has grown, and what that unanimous view means for how the function needs to be resourced and positioned going forward.
  • The resourcing reality: half of Scottish procurement teams have grown in the last year, but half still believe the function isn’t properly resourced, with only a third expecting further growth in the next twelve months.
  • How community benefits are reshaping procurement in Scotland, with nearly two thirds of respondents reporting that at least half of their projects delivered tangible benefits to their communities, driven in part by regulatory requirements around spending over £5m.
  • Why the supplier market is the single biggest challenge teams are facing, from a shortage of specialist contractors in traditional trades and net zero works to the practical difficulty of attracting bidders in rural and remote parts of Scotland.
  • Where spend visibility is strong and where it isn’t, with ICT and financial services emerging as the weakest areas despite an otherwise healthy overall picture.
  • The growing role of frameworks in Scottish housing procurement, with 40% of respondents planning to increase their use over the next year, and what that signals about how organisations are managing compliance and capacity.
