Ten years on from our last major member survey, we went back and asked. The answers tell a story about a function that’s growing in importance but still fighting to be properly understood and resourced.

How is procurement really performing in social housing?

Scottish social landlords are operating in one of the most demanding environments in living memory. Rising costs, stretched budgets, growing waiting lists and a wave of new regulation are all landing at once. And right in the middle of it all sits procurement, which has never mattered more and has never faced more pressure to prove its worth.

In Q1 2024, we surveyed our members to find out how procurement teams are really set up, what they’re prioritising and where the gaps are. We compared the results with a survey we ran ten years ago, and some of the changes are striking.

  • How views on procurement’s importance have shifted since 2014, with 82% of members now saying its role in the sector is growing, up from 70% a decade ago.
  • Why spend visibility has actually got worse, not better, with just 4% of members now saying they have full visibility of what their organisation is spending, down from 14% in 2014.
  • The resourcing picture as it really stands: half of procurement teams still feel under-resourced, but 46% expect their team to grow in the next twelve months.
  • What members have identified as their top priorities for the year ahead, with supplier and contract management coming out on top, closely followed by preparing for the Procurement Act 2023.
  • The technology gap that’s holding teams back, with a third of members having no eProcurement system and 40% without a contract management system in place.
  • Why the gap between how senior leaders perceive procurement and how procurement sees itself is still a real issue, and what it means for how teams are funded and positioned.
