How to join us:

The application route depends on whether you are applying to join a framework or a Dynamic Purchasing System. Both routes follow Scottish procurement regulations, and all relevant opportunities are advertised through Public Contracts Scotland.

Frameworks

Frameworks are fixed-term agreements with a closed supplier list. Once awarded, they are not open to new suppliers until the current agreement expires and a new one is procured. 

  • Step 1 – Register on Public Contracts Scotland: All PfH Scotland framework opportunities are advertised on Public Contracts Scotland. Create a profile and set up alerts for relevant categories so you do not miss opportunities when they come to market. 
  • Step 2 – Submit a tender: When a framework opportunity is published, you will be invited to submit a response covering your services, pricing, technical competence, financial standing and social value approach. Submissions are evaluated competitively against predefined criteria. 
  • Step 3 – Award and onboarding: Successful suppliers are awarded a place on the framework and go through a structured onboarding process. Places are held for the duration of the agreement. 

Dynamic Purchasing Systems (DPS)

DPS arrangements are open to new applications throughout their term, which makes them a more accessible entry point for suppliers who have not previously worked with PfH Scotland. 

  • Step 1 – Register on InTend and express interest: Submit a Pre-Qualification Questionnaire (PQQ) through the InTend portal. This covers your technical capability, financial standing, compliance credentials and relevant experience. 
  • Step 2 – Evaluation: PQQs are assessed within 10 working days. Successful applicants are admitted to the DPS. If your application is not successful, you will receive feedback and can resubmit once the issues identified have been addressed. 
  • Step 3 – Invitation to Tender (ITT): Admitted suppliers receive invitations to tender when member organisations run competitions for services within the DPS. You are not guaranteed work, but you have a compliant, visible route to participate in procurement activity across the Scottish social housing sector.

Scotland’s procurement legislation places social value at the heart of public procurement in a way that is not replicated anywhere else in the UK. The Sustainable Procurement Duty, established under the Procurement Reform (Scotland) Act 2014, requires Scottish contracting authorities to consider how their procurement activity can improve economic, social and environmental wellbeing – and to act on that consideration in practice.
